SCHUNDLER'S MUNICIPAL COURT APPOINTMENTS
In October 1994, Schundler's first municipal
court judge appointment, was James Francis
"Biff" Boylan, former JC Democratic Chairman, who
ran Schundler's 1993 campaign. He made Boylan a part-time traffic court judge.
In
January 1998, Boylan pleaded guilty to approaching "at least 50 women over
three years" who owed hundreds of dollars of parking tickets by helping
them duck fines in exchange for sexual trysts in cars and
motels. US Attorney Faith Hochberg noted that the women were mostly poor
Hispanic women. "The FBI investigation kicked off in
August (1997) when one of Boylan's victims wore a wire, recording his requests for
sex." (JJ 5/8/98) Schundler admitted in a
1/26/98 JJ article "he gave the job to Boylan more to get him out of politics than as
a political reward." He wanted Boylan out of the
chairmanship of the Democratic Party. ""Schundler said he had never heard any
complaints from judges or anyone else about how Boylan did his job."
Maybe the mayor was still in vacation mode from his China trip, with his huge entourage,
which he had just returned from at that time. Wonder who paid for that trip
besides all the laid off city workers? The taxpayers?
At the time, Boylan was also a teacher at Dickinson High School and had been the outside attorney for the Parking Authority, to which he was appointed shortly after he had passed the bar exam in 1988. He was officially disbarred January 2000. Upon his indictment he resigned from his teaching position of 23 years. He was sentenced in May 1998 to 2 1/2 years behind bars, an additional three years probation and $12,500 in restitution to the city. It's that power trip that goes to their heads!
"First Hispanic municipal court judge submits her resignation" headlines Earl Morgan's 5/15/99 JJ article. "After serving only 11 months, Evelyn Padin, Jersey City's first Hispanic municipal court judge, formally resigned her seat on the bench yesterday, according to city officials . she deeply regretted submitting her letter of resignation for "health reasons." Padin, whose appointment was mired in controversy Among the council members who voted for Padin was Councilman-at-large Fernando Colon who retained Padin as his personal attorney. Colon, who is a clergyman, was battling a faction of the congregation of the Iglesia Circulo De Oracion Cristiana church trying to oust him as pastor in court, which they succeeded. Word is that Colon didn't have the money for his legal fees so offered a judgeship in return. Colon's action in voting for Padin resulted in his being investigated and found guilty of violating the city's Code of Ethics by the city's Ethical Standard's Board." The Councilman was fined the minimum $100 for the offense, then they waived the fine! Councilman Colon is running on Council President Tom DeGise's mayoral ticket! In July 1996, Schundler bought off one of his critics, then JC School Board President, Kabili Tayari with a $48,000 administrative analyst position for the Municipal Court, a no-work job. "Tayari has been one of the most eloquent and outspoken opponents of Schundler's plan to supply tuition vouchers to Jersey City public school children to pay for their enrollment in private and parochial schools" reports Earl Morgan in "Best laid plans go " 8/21/96. Barely three years later, April 1999, Tayari (see PLUM JOBS/DEALS - PAY BACK) was Director of the Department of Economic Opportunity at $75,000 plus a car allowance even though he doesn't have a car..
