"Last year, the state Department of Community Affairs commissioned Andersen, an international consulting firm, to review 12 city departments and authorities. Earlier this month, Anderson submitted a report to the DCA detailing widespread management problems and making suggestions it said could save the city $5.3 million per year. In all, the Andersen report offered Jersey City 54 ways to curb spending and improve city services. The report said many of the city's problems stem from its organizational structure, a "complicated, often confusing amalgamation of departments, divisions, agencies" and semi-independent authorities uncommon in New Jersey municipalities."
